It’s independent of the version; I can’t say what the problem is without seeing your file. The possible explanations are: 1. The drawings sent to you by the other party form a single entity that cannot be broken apart. That means the drawing is locked with an external lock; it’s best if you get a file from the other party that can be edited. 2. When creating the block, editing was disabled. 3. Blocks with non-proportional scaling. 4. It is an external reference, not a block.
