CNPC 5 million tons competition

I heard that CNPC’s 5 million-ton competition is about to take place. What are people’s opinions on this competition? And what methods can be used to determine the true level of a unit, especially its team performance?
What does that mean? I don’t understand. Is it a competition related to 5-million-unit vacuum distillation units?
