How to remove rust from the cylinders of rotary vane blowers

A Roots blower has been out of use for over a year, and it is now planned to be put back into service. However, upon disassembling it, it was found that both the shafts and the cylinder walls were covered in rust. Could experts please advise on how to remove the rust from inside? Can it be cleaned without removing the cylinder?
Rust can’t be removed properly without taking it off; even if you take it off, it’s still hard to remove. If the engine won’t spin, it’s better to take it apart. If you try to force it to start by spinning it, the rotors will press against each other and the rust inside, which can damage the rotors. Even if you disassemble it, be sure to remember the position of the gears; it’s best to make marks, otherwise it will be difficult to reinstall them. In addition, this can result in a lot of noise during operation, and in severe cases, it may even damage the rotor!
Did it stop working for a while? How could it rust without any lubrication?
I’ve encountered this situation as well: soaking it in kerosene and then manually cleaning it with sandpaper of different grits, which certainly reduces efficiency.
