Can the EN certification of the foreign parent company be used for products manufactured by the domestic branch?

If a foreign valve manufacturer has obtained BS EN certification, does its branch company located in China not need to obtain the certification again in order to use that certificate? 2. I heard that if a domestic branch is a wholly-owned subsidiary of a foreign company, then it might not be necessary for each branch to undergo separate certification ； Is it required for a joint venture? 3. Is it allowed if the quality certificate for the valves produced by the local branch in that country is issued in the name of the foreign parent company?

Incidentally, it seems that the local manufacturers in that country handle only orders from abroad; the head office is in Spain, production takes place in Shanghai, and quality certificates and other documents are issued in the name of the Spanish company. The documents they provide do not indicate any connection to the manufacturer in Shanghai. We are the domestic branch of the EPC contractor, and we are now responsible for carrying out third-party pressure testing on behalf of the EPC contractor. In my opinion, these certifications should be based on the equipment and management systems in each production site. According to the manufacturer, it seems that as long as the head office obtains the certification, then even if there are N branches located in various places, the same certification can be used across all of them… Could someone who is involved in certification processes or familiar with them please explain whether the manufacturer’s approach is reasonable and legal?
I just called BSI for clarification – CE certification, BS certification, EN certification, etc., are not mandatory certifications. As long as the trading party, that is, the recipient, does not require it, it isn’t necessary to obtain such certifications for each branch office.
