The outer tube of the jacket certainly needs to be insulated as well. Steam flows inside this outer tube, making it function like a steam pipe; the temperature there is quite high. Insulation is necessary first to reduce heat loss, and secondly for reasons related to occupational health and safety – to prevent operators from suffering burns due to direct contact with the hot outer tube of the jacket.
