Operating pressure and operating temperature of the pipeline

I’ve heard that, generally speaking, the operating pressure of a pipeline is the operating pressure of the equipment downstream of it, while its operating temperature is the operating temperature of the equipment upstream of it； Why isn’t the operating pressure the operating pressure of the equipment upstream of it? It seems reasonable to do this for pipes without material changes and pressure ratings, but if the pressure rating drops at some valve in between, how should the operating pressure be determined? Also, what needs to be done regarding the operation pressure when a pipe is inserted in the middle?
In my opinion, the grade of the valves should be upgraded, and the pipelines in between should be designed and constructed according to the main pipeline standards. For reference only
