How are the opening, closing, and switching times of valves determined?

Hello, everyone! I’m just starting to work with pump stations, and I don’t know how to control the speed at which valves are opened, closed, or switched. I’m also unsure as to how to determine the specific speed values. I hope someone experienced can give me some guidance!
For cutoff valves, the faster the better; control valves are basically electric.
It depends on whether it is manual or automatic; when operating a manual valve, the movement should be steady, neither too fast nor too slow； Electric or pneumatic valves are adjusted according to production requirements, with the control time generally ranging from 2 to 10 seconds

The pump is operating normally; the shut-off valve should be opened within three minutes once the pressure reaches the design value.
