Are these two specifications of tube the same tube?

As the title suggests, taking 20# steel as per GB/T8163-2008 as an example, for DN100 pipe specifications of 1.6 and 2.5, both have dimensions of 108*4. Are the pipes purchased in this case identical? Can they reflect the difference in pressure ratings? . I recently heard that for pipes of the same material and DN, there is a one-to-one relationship between wall thickness and pressure rating. Is this true? . .
Same standard, same outer diameter multiplied by wall thickness – it’s obviously the same tube.
