Just build a water tower that is a bit higher than the location of the water taps on the second floor. Usually, water is pumped into the water tower so it’s available whenever needed.
It is possible to create a pressure tank, but the downside is that when there is a high demand for water, the pressure tank still cannot supply water in a timely manner. Adding a pipeline pump could also meet the requirements.
