Companies that want to undertake such projects must not trust the equipment suppliers; they have no basis for determining the spacing between equipment units, and many of these spacings fail to meet safety and fire protection requirements. Their claims are one-sided. Not only is there the issue of control rooms mentioned by the original poster, but also the spacing between gas-fired heat transfer oil boilers – all of these are problems that were not taken into account during the acceptance process.
