What roles do the primary oil and secondary oil in the governor play in the hydraulic actuator?

The oil used once serves as the power oil; with constant pressure, it drives the hydraulic cylinder to move. The secondary oil serves as the control oil; its pressure changes in response to the current signal of the control signal, which in turn determines the position of the spool. This determines the amount of primary oil that enters the hydraulic cylinder, thereby altering the pressure on the upper and lower sides of the piston in that cylinder. As a result, the piston moves under the action of this pressure difference, which in turn drives the control valve to function.

Simply put: the first oil flow opens the quick-shut valve, while the second oil flow opens the valve
Strictly speaking: oil used once is power oil； Secondary oil is regulating oil.
