It must be closely related to the properties of the medium; the higher the saturated vapor pressure and the greater the viscosity, the lower the value should be, otherwise it can be set higher. Additionally, the skirt height must not only meet the requirements of the reboiler; if there are pumps below, the net positive suction head available for those pumps also needs to be taken into account.
