Our company needs to manufacture a container in which the liquid reaches a pressure of 0.25 MPa during normal operation. Does this count as a pressure vessel? Is it necessary to obtain a certificate for pressure vessels when manufacturing it?

Generally, obtaining a pressure vessel certificate is required to manufacture such vessels. Just based on pressure, it is not possible to determine whether it is a container. If it’s a container, and your company doesn’t have the necessary certifications, you can provide the materials and find another qualified company to carry out the work, paying them a fee for their services.
