Design temperature

The design temperature is used in all types of work, and there are specific regulations regarding it in the standards. Yet in practice, determining the design temperature remains rather ambiguous. Hey, can anyone explain this clearly?
Basically, the highest operating temperature that may be encountered during operation is taken as the design value, and the opposite is true for low temperatures.
However, in many design institutes, the design temperature is determined by adding a margin to the maximum operating temperature. Why is that?
It is generally the highest temperature under the most severe coupling conditions. The design temperature chosen by the design institute is higher than the maximum temperature; I think this is because they have taken a larger safety factor into account, as it makes things safer.
