Inlet and outlet directions of electric heaters and heat exchangers

In engineering work, I’ve come across devices such as electric heaters and heat exchangers, whose stainless steel U-tubes are usually arranged symmetrically. Does that mean there is no distinction between the inlet and outlet? In other words, if the device’s inlet and outlet positions are correct, it’s also okay to rotate the device 180° before installing it? Solve.

I think the electric heater should remain unchanged； There may be some changes in the heat exchanger (related to the flow direction of the hot and cold fluids and the sequence of their contact)
