This phenomenon means that the cooler isn’t functioning at all; perhaps we should consider the possibility of a short circuit in the circulating water circuit.

There’s one more thing I don’t understand: what is the medium? What are the inlet and outlet temperatures of the medium? What are the temperatures at the cooling water inlet and outlet? Is it getting close to room temperature?
The temperature hasn’t dropped, which indicates that the circulating water cooling system isn’t working properly. Could there be an issue with the flow process that causes a short circuit? Or is there severe scaling in the circulating water pipes? Perhaps there are holes in the partitions of the water cooler, preventing the circulating water from flowing through it and causing a short circuit inside the heat exchanger. It’s also unclear what the temperatures of the medium to be cooled and the circulating water are.
