The new regulations stipulate that the department responsible for comprehensive supervision and management of hazardous chemicals’ safety is the work safety supervision and management department; at the same time, the responsibilities of functional departments such as those in charge of industry and information technology have been adjusted and expanded ； 2. It establishes more scientific guidelines for the safe management of pesticides; that is, the same regulations applicable to the safe management of hazardous chemicals also apply to pesticides. According to Article 3 of these regulations, pesticides that are classified as hazardous chemicals shall be identified by the agricultural department ； 3. It significantly expands the provisions regarding the safety management of hazardous chemical transportation ；
