Selection of diameter for control valves and flow meters

Recently, while reviewing the design drawings from a design institute, I noticed that for many control valves in their drawings, the diameter is one size larger than that of the flow meter. Is this appropriate? What is the basis for this? In my opinion, the diameter of the control valve should be the same as that of the flow meter, or smaller than it! If it’s incorrect, please correct it!
That can’t be true. Only flow meters are larger than control valves; the reverse is rare! ! ! ! !

In their design, the diameter of the control valve is 1–2 sizes smaller than that of the pipeline, while the diameter of the flow meter is 1 size smaller than that of the control valve.
Logically, the diameter of flow meters is always one size larger than that of control valves. I think it’s due to cost considerations.
The choice of this diameter is not based on the pipe size, but rather on the flow capacity of the control valve. If the flow capacity is insufficient, a valve with a larger diameter is required; accordingly, the pipe must be resized as well. The same principle applies to flow meters
