Can J507 weld joints be used for 15CrMn elbows and No. 20 steel pipelines without heat treatment?

Whether to perform heat treatment has no direct relation to the welding materials you use; instead, factors such as the thickness of the welded parts, their structure, and the conditions under which they will be used need to be taken into consideration.
It is used in coke oven gas pipelines; the pipelines are of SCh40 grade. What do you think?
