Piping construction issues!

Our factory has been carrying out construction on the first circulation pipeline system; one process pipeline with a diameter of 1820 mm (an underground pipe) has already had its surrounding soil filled in. Due to the heavy rains recently, this pipeline has risen by 700 mm. Since the factory was built along the river, the soil is sandy-clayey. Regarding this situation, how do the more experienced folks handle it? What should be taken into consideration when dealing with it, and how is it generally resolved once and for all?
Was the upper soil washed away by water? Well, there’s no good solution then, right? It should be possible to build a trench.
Reply to 2# gsj888: It’s not the upper soil that has been displaced; it seems that the pipe has been lifted, moving away from its original level. This could be due to the soil layer beneath the pipe becoming saturated with water and expanding, or it might be because the backfill soil wasn’t compacted properly. Rainwater continuously washes against the lower part of the pipe, causing it to lift.
Isn’t the pipeline fixed? Also, was a trench inspection carried out at the time of excavation? What type is the original soil in the trench?
