Piping thermal stress

Steam pipes and hot oil pipes generally have thermal compensation taken into account, but for ordinary pipes, steam purging also occurs. Was thermal stress during purging considered in the design process? How to solve it? Thank you!
Most low-temperature pipelines lack this feature; therefore, during the purging process it is essential to first drain all the water stored in the pipes before introducing steam slowly, in order to prevent the sudden thermal expansion caused by the steam from pushing the pipe supports over.
