Pressure testing and leak checking of welded valves?

Is pressure testing and leak checking performed on welded valves before installation, and how is it done? Or is only kerosene used for the leak test, without applying pressure?
It has been pressure-tested at the time of manufacture, so no further pressurization is required
If it is a valve to be used on a process pipeline, strength tests and tightness tests are still required after it arrives on site, and finally custom fixtures are made to assist with these tests.
