How is the forming method for the end cap determined?

Dear experts, may I ask how to determine the forming method for that end cap? When should hot forming be used and when cold forming? Also, in what situations is heat treatment necessary?
Both types should be available; it depends on the material used. According to JB/T4746-2002, the forming of end caps can be carried out using methods such as cold stamping, hot stamping, cold spinning, hot spinning, cold rolling, and hot rolling, depending on the type, specifications, and material of the end cap. The key is to consider profitability based on the material.
The main issue is this lack of understanding: sometimes hot pressing is used with the base material test plate, and other times it isn’t – which leads to confusion. So for those elliptical end caps, how is it determined how to shape them when the materials are carbon steel or stainless steel?
