Calculation of the bending radius for cable tray elbows

I have a question: for the bending radius of cable tray elbows, is it calculated from the center or from the inner side? Are there any relevant regulations or other guidelines? We encountered such a problem on site: it is 900 mm if measured from the middle, while the manufacturer says it is 600 mm if measured from the inside. The elbow that arrived is large. Please help answer it, thanks.
