Number of certified chemical engineers in Henan in 2010

A few days ago I went to Zhengzhou to obtain my certificate as a registered chemical engineer; by the way, in 2010 only 9 people passed the examination for this qualification. The number isn’t large, but the pass rate should be fairly good~
It can’t be that low, I’m in Shanghai; last year alone, several people around me passed away.

Where can one find the notification regarding certificate issuance in Henan? The personnel website doesn’t even have notifications from previous years; it only has announcements related to exams. On the survey and design website, the latest notifications date back to 2010 as well
