There are many papers available on PMC management online, but few that are systematic in nature. You can refer to those written by Liu Jiaming, Chen Yongqiang, and Qi Guosheng; these are summaries based on the PMC practices applied in the Nanhai Ethylene Project. Brother Ming, the wise one, is truly erudite. Among these three authors, Chen Yongqiang was my supervisor for my graduation thesis, while Liu Jiaming and Qi Guosheng are respectively the general manager and deputy general manager of SEI. Are company general managers starting to publish books now? I believe it’s also the people who do the actual work who are the ones to \"write\" it. Back then, Shell’s project in the South China Sea can be considered the first true PMC project in China; PMC stands for BSF. I believe many people in this forum have been involved in the development of this project. In the practice of PMC projects in China, most of them have deviated from the original plans; therefore, the IPMT model is now used more frequently.
I don’t know how well SEI’s PMC performs; I only know that after SEI completed the EPC projects for Hainan Refining and Shanghai Sike, its reputation in the EPC field was established, and since then Sinopec has only assigned it smaller projects worth a few hundred million yuan each.
Nearly 90% of Sinopec’s projects are of the EPC type, with them being undertaken by 5 engineering companies within the group plus 3 construction firms; however, Sinopec’s overall project management level is the highest in China. This is what's on my mind.
Brother Ming, the wise one, is right; although domestic engineering companies that engage in EPC or PMC face various issues, SEI still represents the leading level in China. Through all these years of working on large-scale projects, especially through collaborations with various international engineering companies, SEI has grown very rapidly. However, in the past one or two years, due to SINOPEC’s reduced investment efforts within China, there have been fewer projects, and many people have been poached by companies such as WISON. So Brother Ming, the wise one, we’re alumni after all, haha. I need to learn so much from you*.
