It’s still in the early stages at the moment! The basic design has not yet begun!

Yeah, it’s in the early design stage; however, scaling up from 5,000 tons to 1 million tons is a rather large increase.

According to media reports, the coal-to-oil project had its foundation laid in the first half of 2006; doesn’t laying the foundation mean that the project has been launched?
