There’s a small pipeline on the pipeline system called “hat” – what is its purpose?

I see there are many pipelines, with a short section of small pipeline at the high point (some call it a “hat”); I’m not sure what its purpose is. Could someone please explain?
The original poster didn’t explain things very clearly; I’m not sure if it’s just empty talk
It is used for venting and exhaust during pipeline pressure testing; after the testing and cleaning are completed, it is sealed with welding
There is also a possibility it is used during pipe replacement.

During pipeline pressure testing, temporary vents are installed at the highest points as well as pressure gauges for monitoring the test pressure. After the testing is complete, some manufacturers add additional vent valves, while others, in an effort to save costs, seal off these temporary vents.
