Why is the outlet opened slightly at first when starting a magnetic pump?
It is likely intended to protect the pump when the minimum return line is not in use
Theoretically, all centrifugal pumps should have the outlet slightly open at startup, not only to protect the pump but also for exhaust purposes.

It is mainly for exhaust, to ensure that the pump inlet is filled with material and to prevent the pump from running dry and losing its magnetism.
If it’s just for exhaust, wouldn’t opening the inlet valve wide enough suffice? What’s required here is to open it slightly, right?
Can opening the inlet valve release air? Perhaps you mean to open the outlet valve? If there is no material at the pump outlet, operating the pneumatic pump with the outlet valve fully open may cause the pump to burn out. So, when starting the pump, the outlet valve can be opened slightly.
