The 800W ton project in the catalog will not be approved. Currently, local refineries are applying for approvals to produce over 1.5 million tons in the form of heavy traffic asphalt and raw material pretreatment. But the situation is not easy to handle now either; the National Development and Reform Commission is also aware of these tricks. It’s related; upstream and downstream devices are also necessary.
It’s very difficult to get approval for new projects. Currently, many local refineries are being built to process fuel oil.
**It is required that no approvals be given for projects of 8 million tons or less; however, it is possible to replace a smaller facility with a larger one by demolishing the smaller one and constructing a larger one in its place. It is also possible if upstream and downstream equipment need to be matched. It’s mainly a matter of wordplay; (for example: projects involving the production of olefins from heavy oil, or aromatic compounds) as long as there is a connection
