GB50151-2010 4.2.3.3: Foam buffer devices should be installed in tanks for water-soluble liquids. Is it the equipment designers who are responsible for incorporating such devices into the tank design, or are it the chemical process engineers? It’s my first time encountering this, and I don’t quite understand it. I hope someone can help me explain it
