When using an explosion-proof wire gland, is it necessary to apply explosion-proof putty?
It is necessary, but it’s to block the opening where the cables in the cable tray pass through the conduit

How is this explosion-proof putty used? Should it be filled inside, or applied to the gaps in the junction box?

Explosion-proof wire glands already come equipped with an explosion-proof diaphragm, so it is generally not necessary to use additional explosion-proof putty for sealing. However, if the diaphragm is severely damaged during installation, putty must be used for sealing.
Our unit also has explosion-proof wire boxes that don’t have explosion-proof putty installed; I don’t know why. Perhaps it has reached the explosion-proof rating.
The junction box itself is not necessary, as there are rubber rings or gaskets inside to hold the cables in place; if the installation is done properly, then no such box is needed. To correct this: it’s fireproof putty, not any kind of explosion-proof putty at all. Cables entering and leaving the distribution room need to be sealed using a Lockseal system; however, due to cost considerations, fireproof putty is generally used to seal the gaps between the cable trays and the walls at those entry points.
If it’s an explosion-proof junction box, why is explosion-proof putty still needed?
