Can pipelines connected with clamps not be buried?

The pipeline from the tree to the heater section uses 2.5-inch oil pipes, connected by clamps and laid underground. Production management personnel require that the pipelines connected by clamps be placed on the ground, or that maintenance valve chambers be installed at the clamp locations, as stipulated by safety production regulations; burying such pipelines is considered to pose a significant hazard. May I ask, can pipelines connected with clamps really not be buried underground? :handshake
