It is recommended that everyone report any issues to the higher-level departments in a timely manner, so that together we can find solutions. What the original poster means by reporting the issue to higher-level departments seems to refer to reporting it to the higher authorities of one’s own company; that is only appropriate, as internal company issues should naturally be resolved by the company itself； What I mean is that reporting this to higher-level environmental protection agencies and other such departments is probably useless.
