Collection of residual oil from tank farm pipelines

In typical oil depot areas, the main pipelines for receiving and delivering oil are equipped with systems for collecting residual oil. Specifically, valves are installed at the lowest points of these pipelines, which are used to transfer the residual oil from the main pipelines into a tank at zero level; thereafter, a residual oil pump is used to increase the pressure of this oil. I have a question: since the valves for collecting residual oil cannot be placed at the absolute lowest point of the pipelines, how can it be ensured that all residual oil within the pipelines is removed?
