Article 19: No crops or trees shall be planted within the fire dike, and the lawn height shall not exceed 0.15 m ; Oil-rich trees should not be planted on the side outside the fire dike, and the spacing between other trees should meet the requirements for firefighting operations ; There should be no dry grass within 5 meters of the attachments on top of the soil-covered tank. Article 22: Improve the technical archives for equipment safety, which mainly include completion documents for construction, inspection reports, technical parameters, repair records, etc ; Establish safety technical operating procedures, inspection records, and regular maintenance plans, etc. Article 23: Testing equipment shall meet the fire and explosion prevention requirements of the testing environment, and may be put into use only after passing the acceptance inspection. Article 24: Storage tanks and accessories 1. For storage tanks in use, the frequency of inspections should be increased depending on the severity of corrosion ; 5. The tank body shows no severe deformation and no leaks. The allowable deviation of the tank’s plumb bob shall not exceed 1% of the designed height (with a maximum of 9 cm). The inner wall of the tank should be smooth without burrs, and the bottom plate as well as the first ring of plates at a height of 50 cm must undergo anti-corrosion treatment. There is no extensive rusting or peeling on the exterior of the tank, and the paint coating is in good condition ; 6. The tank accessories such as breather valves, flame arresters, and oil measurement ports are complete and in good working condition ; The flame arrester for the storage tank should be a corrugated plate-type flame arrester. The ventilation ducts and heating coils are free of blockages and leaks ; The lift pipe is flexible, the drain valve functions properly, the escalator is sturdy, and the grounding system is effective ; The inlet and outlet valves And manholes of the storage tank show no leaks, and all bolts on the various components are present and properly tightened ; The floating disk is operating normally with no leaks ; 7. Article 25 Liquefied petroleum gas spherical tanks 1. Clear technical requirements shall exist for the material selection of spherical tanks. When using low-alloy high-strength steel, the applicable concentration of the corrosive medium must be specified; in terms of manufacturing processes, the controlled concentration of such corrosive media must be strictly adhered to, and it is not allowed to use them at concentrations higher than those specified ; 2. The pressure rating of the first valve, flange, and gasket at the bottom connection of the spherical tank should be one pressure grade higher than that of the tank itself; it should be selected at a level of 2.5 MPa. Gaskets should be wound gaskets equipped with metal retaining rings, while the flanges should be butt-welded flanges ; 3. The spherical tank shall be equipped with two safety valves, each of which is capable of meeting the requirements for maximum discharge volume in emergency situations: The safety valves shall be fitted with manual isolation valves, whose diameter is the same as that of the safety valves, and these isolation valves shall remain in an open position at all times ; 4. The spherical tank shall be equipped with low and high level alarms, as well as interlocked high-high level alarms ; 5. Emergency shut-off valves should be installed on the inlet and outlet pipes at the bottom of the spherical tank; the emergency shut-off valve at the inlet should be interlocked with the high liquid level alarm of the spherical tank ; 6. The liquefied gas released by the safety valve and through vapor venting should be directed to a safe location for discharge ; 7. The water cutting process for spherical tanks should adhere to the principles of safety and reliability, as well as simplicity of operation, in order to minimize the use of excessive facilities and valves. It is advisable to install a water cut-off valve after the emergency shut-off valve. Article 26 Pumps 1. Strictly follow the operating procedures for pumps, regularly check their performance; in case of any abnormalities, identify the cause, and it is strictly prohibited to operate the pumps when they are faulty ; 2. Strengthen the daily maintenance of the pump and keep proper records of its operation ; 3. Newly installed pumps and pumps that have undergone major repairs should be tested before being put into use, and they can be utilized only after passing the inspection ; 4. The pump and piping system should indicate the name of the liquid being transported and its flow direction; a process flow diagram should be available in the pump room ; 5. The pump coupling should be equipped with a protective cover that is easy to open. Article 27 Pipelines 1. Newly installed and repaired pipelines must pass the acceptance inspection in accordance with **relevant regulations before they can be put into use ; 2. The pipelines in use should undergo strength tests in conjunction with the cleaning of the storage tanks ; 3. Strengthen the daily maintenance of pipelines and conduct regular inspections. Remove weeds and debris, and drain water accumulated in the ducts ; 4. Pipelines passing through roads, railways, fire dikes, etc., should be protected by sleeves ; 5. The pipelines should be accompanied by process flow diagrams and pipe network diagrams; in addition to the process flow diagram, buried pipelines should also have a diagram showing their burial route. The route, location, and burial depth of the pipes in the diagram must be accurate ; 6. Pipelines shall be treated for corrosion protection in accordance with regulations. For pipelines buried underground for more than 5 years, they should be inspected once a year by digging them up in low-lying and humid areas ; 7. The areas where pipes pass through fire dikes should be tightly filled. The rainwater drainage valves for the tank area should be located outside the dike and in a normally closed state. The on/off state of the valve should be clearly indicated ; 8. All of the pipeline trenches in the oil depot should be filled with sand. Article 28: The installation, use, and maintenance of pressure vessels such as boilers shall be carried out in accordance with relevant regulations. Chapter 5 Electrical Installations Article 29 Installation and Management 1. Electrical equipment, components, and wiring installed in areas with explosion hazards must meet the explosion protection requirements of such areas ; Electrical equipment installed in areas at risk of fire must meet fire protection requirements ; Electrical equipment installed in areas for general electrical use shall meet the requirements for long-term safe operation ; 2. It is prohibited for overhead lines at any voltage level to cross over dangerous areas such as oil tank areas, bottled oil storage areas, oil receiving and dispatching areas, and oil pump rooms. The wiring leading to the aforementioned areas should use steel pipes that meet fire and explosion prevention requirements ; 3. Cables passing through roads should be protected by conduits, and cable markers should be installed at the surface for buried cables. The connection to the barge should use flexible cables, with sufficient headroom for water level changes ; 4. The minimum horizontal distance between the base of the pole for overhead lines, or the center line of the line, and the edge of the hazardous area should be more than 1.5 times the height of the pole ; 5. When using temporary electrical installations (including mobile electrical devices) in hazardous areas, the \"Provisions on Safety Management of Temporary Electricity Use\" must be followed, and an electricity use work permit must be obtained. Article 30 Operation Management 1. Oil depots shall have complete records of the distribution of electrical cables, as well as information on electrical equipment such as power transformation and distribution facilities, power generation units, and transmission lines ; 2. Substations and power distribution stations should implement an electrician duty system, with no less than 2 people per shift ; When there is no dedicated on-duty electrician, regular inspections should be carried out (at least twice a week) ; 3. The self-provided generator should be started at least once per week, with each run lasting no less than 15 minutes ; 4. Transformers, high-voltage distribution equipment, high-voltage cables, high-voltage apparatus, and relay protection devices shall undergo preventive tests in accordance with the requirements of the local power supply authority. The insulation resistance of low-voltage cables should be measured once a year, along with an insulation analysis. Oil-immersed cables should have their terminal connections inspected for leaks, and any issues found should be addressed promptly ; 5. When operating high-voltage distribution equipment, an operation ticket must be filled out in accordance with the regulations; one person shall act as the supervisor while another carries out the operations following the procedures specified in the ticket. It is prohibited to open or close isolating switches under load ; 6. In the event of a sudden power outage for a circuit or equipment, the power switch should be disconnected immediately and the cause identified; forcing power restoration is prohibited. Article 31 Maintenance Management 1. Overhead lines shall be inspected regularly, and attention shall be paid to the conditions along the line; special inspections shall be conducted in case of abnormal weather conditions ; 2. Before carrying out maintenance work due to a power outage on a line, a power outage notice must be filled out, and a warning sign should be hung on the switch of that line. Maintenance of high-voltage electrical equipment and lines must be carried out in accordance with the relevant requirements set by the electricity industry authorities ; 3. When there are other live equipment or exposed live parts near the equipment that is under maintenance and shut down, sufficient electrical spacing must be maintained, or reliable insulation and shielding measures must be employed ; 4. In areas prone to explosions, it is prohibited to carry out live maintenance or repair work on equipment and wiring ; In areas free from explosion hazards, when live maintenance must be carried out for work purposes, the relevant safety regulations must be complied with. Article 32: Lightning and Static Electricity Protection 1. The facilities and devices for lightning and static electricity protection in oil depots shall meet the requirements of the design specifications ; 2. The oil depot should prepare floor plans for lightning and static electricity protection devices, and maintain a register thereof ; 3. The lightning and static electricity protection grounding systems of oil depots should be tested twice a year, with proper testing records kept. The ground wire should have a detachable connection ; 4. The lightning and static electricity protection grounding systems must remain in good working condition. When common grounding installations are used for lightning protection grounding, anti-static grounding, the working grounding of electrical equipment, protective grounding, and the grounding of information systems, the grounding resistance should not exceed 4Ω, based on the minimum value ; 5. Rails, oil transfer pipelines, dip pipes, steel trestles, and other components of railway oil loading and unloading facilities shall be connected together at three or more points to achieve equipotentiality and grounded, with the grounding resistance not exceeding 10Ω ; 6. Pressure storage tanks are not equipped with lightning rods (wires), and lightning arresters should not be installed in the tank area ; 7. It is strictly prohibited to use plastic drums or containers made of insulating materials for filling or transporting Class A and Class B oils ; 8. It is prohibited to use gauging, temperature-measuring, and sampling tools made of two materials with different electrical conductivity properties for operations. When using metal materials, it should be bonded to the tank; do not pull or lift it abruptly during operation ; 9. In areas with explosion hazards, personnel must wear anti-static work clothing; it is prohibited to comb one’s hair, put on or take off clothing, pat or rub the clothing ; 10. It is prohibited to use synthetic fiber fabrics to scrub tools, equipment, and the floor in areas prone to explosions ; 11. It is prohibited to use compressed air to purge pipelines and storage tanks for Class A and Class B oils ; 12. In containers such as oil tanks and oil tankers, any floating objects or suspended items that are not electrically connected (i.e., not bridged) are prohibited ; 13. Grounding devices to eliminate static electricity from the human body should be installed at the entrances of the upper ladder access points for storage tanks holding Class A, B, and C oils, outside the pump rooms, and at the entrances of the ladders on the loading/unloading operation platforms. Chapter 6 Fire Management Article 33 Oil depots shall strictly comply with the requirements of the Fire Protection Law of the People’s Republic of China, as well as the Group Company’s Provisions on Fire Safety Management and Enterprise Fire Safety Standards. They should adopt the principle of \"prevention first, combined prevention and suppression,\" and adhere to the approach of combining professional fire protection forces with volunteer fire fighters in order to carry out effective fire safety efforts. Article 34 Fire Protection Organization 1. Oil depots shall assign dedicated personnel to be responsible for fire protection management, and designate a person in charge of fire prevention ; 2. Oil depots shall establish a full-time fire brigade in accordance with relevant regulations or set up a voluntary fire protection organization. Regular fire safety training and fire drills are conducted. Article 35: Installation of fire protection facilities 1. Fire protection facilities, equipment, and apparatus shall meet the requirements of relevant fire protection laws, regulations, and standards; regular inspections and maintenance shall be carried out to ensure that such facilities and apparatus are in good condition and functional ; 2. All work sites and auxiliary production areas shall be equipped with fire safety signs and fire extinguishing equipment as required. Portable fire extinguishers placed outdoors should be installed on hooks, brackets, or dedicated boxes, and protected from rain, dust, and moisture. All types of fire extinguishers should be clearly marked and easily accessible, and they must be inspected, refilled, and have their contents replaced on a regular basis. Fire extinguishers that do not meet the required standards should be scrapped and replaced promptly ; 3. Oil depots should be equipped with specialized fire alarm devices (telephones, bells, alarms, etc.), and the alarm devices in areas at risk of explosion must be of explosion-proof type. Ensure timely and accurate reporting of incidents to the authorities ; 4. Equip fire trucks in accordance with relevant specifications. Fire trucks should always be in good condition. Upon receiving the fire alarm, arrive at the scene within 5 minutes ; 5. Communication, fire extinguishing, protection, training equipment, and testing instruments shall meet the requirements for fire prevention and suppression. Article 36: Formulate fire fighting operation plans and emergency response plans, and draw maps of water source distribution and fire-fighting equipment placement. Article 37 Water supply system: 1. There should be no aquatic plants or debris in the fire water tank; anti-freezing measures should be in place in cold regions ; 2. After the system starts up, the cooling time for the cooling water to reach the spray tank should not exceed 5 minutes ; 3. Underground water supply pipes should be kept filled with water throughout the year; the valves on the main lines should remain open, and the pipes should be flushed once every six months ; 4. Conduct regular inspections of fire hydrants, and perform a water discharge test on them once per quarter. There are no obstacles within 1.5 meters of the fire hydrant; the underground fire hydrant is clearly marked, and there is no water accumulation or debris inside the tank ; 5. The fire pump should be rotated manually daily, and tested once a week; the operating time of the system equipment should be no less than 15 minutes ; 6. The valves in the pump room are clearly labeled and operate smoothly ; 7. Fire hoses should be coiled neatly and stored in a dry, dedicated box, with a comprehensive inspection carried out every six months ; 8. The fixed cooling system should have its nozzles inspected once per quarter to remove rust and debris, thereby preventing clogging of the nozzles. The main cooling water pipe of the storage tank should be equipped with a slag discharge port at its lower part. Article 38 Foam Fire Extinguishing System: 1. After the system is activated, the time it takes for the foam mixture to be discharged from the foam generators in the designated oil tanks shall not exceed 5 minutes ; 2. The foam solution should be stored in a room with a temperature between 0°C and 40°C, and its quality should be checked once a year ; 3. The air-foam ratio mixer shall be calibrated once a year ; 4. The foam generator should have all its accessories in place, the filters should be clean, free from blockages or corrosion, and the sealing glass should be in good condition and functional ; 5. All types of foam spraying equipment should be wiped regularly, lubricated, and undergo a comprehensive inspection once per quarter ; 6. Foam pipes should be given enhanced anti-corrosion protection; they must be rinsed thoroughly with clean water after each use to remove rust and debris ; The foam branch control valve should be lubricated regularly, with operation once per week. Article 39: Coloring of the main components of the fire protection system 1. Fire pumps and water supply pipes shall be painted green ; 2. Foam pumps, foam pipes, foam liquid storage tanks, foam proportioning mixers, and foam generators should be painted red ; 3. When there are many pipes and there is a conflict with the coloring of the process pipes, corresponding color strips or rings can also be applied. Chapter 7 Loading and Unloading Operations Article 40 Loading and unloading operations refer to the operations of receiving and dispatching oil products at oil depot terminals, railways, and highways. Article 41: The construction of loading and unloading facilities and the equipment used therefor shall comply with relevant standards and specifications. Article 42 Loading and Unloading Preparation 1. A loading and unloading operation manual shall be prepared, and it is necessary to check whether the facilities and equipment are in good condition ; 2. It is strictly prohibited for two or more hazardous chemical vessels (including two) to dock at the same bulk cargo berth simultaneously for loading and unloading operations ; 3. After the railway tank car enters the depot, iron shoes should be placed promptly to prevent it from sliding ; 4. Carefully verify the vehicle/ship number, type of fuel, grade, and quality inspection certificate. Check the technical condition of the vehicle or ship as well as the condition of the seals. Sample, test, and measure in a timely manner; once issues are identified, their causes should be determined and handled in accordance with relevant regulations. Article 43 Loading and Unloading Operations 1. In case of severe thunderstorms, operations related to receipt, dispatch, and transfer should be suspended ; 2. Carry out operations in strict accordance with the operating procedures; during the process, operators must remain at their posts to prevent accidents such as oil leakage, spillage, and mixing of oils ; 3. Workers should wear anti-static work clothes, and the tools used must meet explosion-proof requirements ; 4. Supervisors should be assigned at the loading and unloading sites to strengthen supervision and inspection, and to prevent violations of safety regulations ; 5. Storage containers such as railway tank cars, road tank trucks, oil tankers, and oil tanks must undergo a specified period of standing time before unloading and after loading, before operations such as measuring volume, taking temperature readings, sampling, and removing grounding wires can be carried out ; 6. Road loading and unloading should have anti-static and anti-spill interlock measures. The static grounding wire should be connected to the dedicated grounding terminal plate of the tank truck; it is strictly prohibited to connect it at the oil loading and unloading ports ; 7. Spraying-type oil loading and unloading operations are strictly prohibited. The loading crane arm should be inserted to a depth of no more than 0.2m from the bottom of the tank. The initial loading speed should not exceed 1 m/s, and the loading velocity should not be greater than 4.5 m/s. Measures should be in place to prevent overloading ; 8. The liquid level in the storage tank should not exceed the safe height ; 9. After loading and unloading is complete, it is strictly prohibited to pull or lift the flexible hose abruptly to prevent fire and explosion accidents.
