Pipeline slope

I would like to ask: during pipeline construction, the design specifies that if a slope is required for the pipeline, it can only slope downward. Why is that? It is said that going downward ensures the pipeline is filled with liquid. I don’t quite understand this; can’t it be upward?
It is necessary to distinguish the purpose of the pipeline; if it is a gas-phase pipeline, tilting it downward can prevent the accumulation of condensate

My understanding is that there is no air in the lower areas, with the liquid completely filling the pipes; this can effectively prevent cavitation if it is at the inlet of a pump； Furthermore, from the perspective of pipeline maintenance, it allows for thorough purging, making it easy to meet the conditions required for hot work

LNG is in a liquid state, so it naturally flows downward; if it moves upward, it is usually in a gaseous state.
