Two-device guard plates

During the manufacturing of catalytic converters, some designs require the use of protective plates at the connection points, while others do not. Could someone please explain whether there is any standard for this, and why it is designed in this way?
I think protective plates should be added to pressure vessels, especially when the material of the vessel itself differs from that of the supporting structures, and high standards are required for welding; the supports should be placed on these protective plates to prevent cracks from forming in the vessel itself
There should be guards in place, probably to address stress concentration on the equipment itself!
