(1) Electrical safety technical operating procedures – General rules for electrical work safety 1. Conditions that electricians must meet: ① To have been examined by a doctor and found to be free from any conditions that could hinder electrical work, such as high blood pressure, deafness or blindness, color blindness, or limited mobility due to physical disabilities. ②One must receive specialized safety training in electrical work, pass the examination, and hold a special operations permit before being allowed to work. Apprentices and other unlicensed electricians must operate only under the supervision and guidance of licensed electricians. ③Understand the performance of the power supply lines and electrical equipment within the area of responsibility for the position. ④Be familiar with and proficient in first aid methods for electric shock and emergency response procedures for accidents. 2. Before starting work as an electrician, it is necessary to wear appropriate personal protective equipment, such as insulating shoes and work uniforms. If necessary, a safety helmet, seat belt, and other protective equipment should also be worn. 3. High- and low-voltage basic and auxiliary insulating safety equipment as well as general protective equipment must be used and stored properly. Before use, their appearance and test dates should be carefully checked, and necessary performance tests should be conducted. Any damaged or malfunctioning items must be prohibited from use. For different voltage levels, working environments, and objects of work, it is necessary to select equipment with parameters and performance that are suitable for those conditions; after use, such equipment must be stored in accordance with the specified requirements. All safety and protective equipment must not be used as ordinary tools. 4. When working on power supply and distribution lines and equipment, it is necessary to have a certified and experienced person as a supervisor; the supervisor must not engage in any operations or activities that are not related to supervision. 5. Any electrical circuit or equipment shall be considered live until it has been tested for electricity by the person in question, and it must not be touched. When contact operation is required, the power supply at that location must be turned off, and voltage testing (and discharge for capacitive devices) must be performed to confirm safety before proceeding with the work. For the parts connected to the power supply and distribution networks, in addition to turning off the power, discharging it, and testing for electricity, temporary grounding wires should also be installed and the switches locked to prevent sudden power restoration after the power is cut off. 6. It is prohibited to open or close the circuit breakers on the power distribution panel while the load is connected; the switches of the electrical equipment must be turned off first before such operations can be performed. When manually operating a knife switch, it should be pushed (pulled) all the way at once. When dealing with an accident and it is necessary to open the circuit breaker on a powered distribution panel that is still in use, insulating gloves and protective goggles should be worn, or other measures should be taken to prevent burns from arcs and electric shock. 7. Any changes to the structure of electrical installations or their components require permission and approval from the person in charge of electrical technology. Electricians must not alter the original structure, wiring method, or component parameters of electrical installations on their own. 8. For the connections of various electrical appliances, it is necessary to ensure that the contact area for conductivity is not smaller than the cross-sectional area of the wire. Wiring should be connected using secure crimping or tool-assisted pressing; manual twisting is not allowed. The connections must not become loose to prevent live parts from coming into contact with the shielding. 9. When using a ladder, check whether it is in good condition before use; the rungs must not have any cracks or damage, and anti-slip measures should be in place. The angle between the ladder and the ground should be 75°, and it must be secured firmly at the top. When working on a stepladder, the hook should be properly attached, and there must be someone to provide support. Wooden ladders made with nails are not allowed. 10. Electricians must be proficient in the proper use of multimeters, clamp meters, and megohmmeters, as well as aware of the safety precautions associated with them. They should conduct thorough inspections before use, make appropriate selections, and make careful adjustments. When operating, it is necessary to be careful not to damage the instruments as well as to ensure personal safety. Store it properly after use. 11. When using power tools, the operating requirements for those tools must be followed. It is strictly prohibited to connect the casing of power tools to the ground wire and the live neutral wire together before plugging them into a socket; single-phase three-hole or three-phase four-hole sockets, as well as three-core or four-core rubber-sheathed cables, must be used. When using Class I hand-held electric tools, a leakage protection device and an isolation transformer should be employed, and the operator must wear insulating gloves. 12. When using a vise, it must be securely fixed to the blacksmith’s workbench, the workpiece must be firmly clamped, and the stroke of the vise’s jaws should not exceed two-thirds of its maximum stroke. 13. When wiring, appropriate wire strippers must be used to prevent damage to the wire core. The length of the wire should be appropriate, with no intermediate joints allowed. 14. When using a blowtorch, the amount of fuel should not exceed three-quarters of its capacity; it is prohibited to pour gasoline into blowtorches that use kerosene or alcohol. Inflation should be done appropriately; torches that leak oil or gas must not be used. When using a blowtorch near high-voltage equipment, a safe distance must be maintained between the flame and the live parts ; For voltages of 10 KV and below, it shall be not less than 1.5 m; for voltages above 10 KV, it shall be not less than 3 m. The use of blowtorches is prohibited near oil filling equipment and flammable materials. 15. Use the common fire extinguishing equipment for electrical fires correctly. Carbon dioxide, 1211, and the extinguishing agents in dry powder fire extinguishers are all non-conductive, and can be used to extinguish fires while they are still electrically charged. When extinguishing a fire, the fire extinguisher itself, the nozzle, and the human body must maintain a certain distance from live electrical components ; For voltages of 10 KV and below, it shall be not less than 0.4 m ; For voltages of 35 KV and above, it shall be not less than 0.9 m. When using a carbon dioxide fire extinguisher, ensure good ventilation, stay 2–3 meters away from the area being extinguished, and be careful to prevent dry ice from coming into contact with the skin. 16. (5) When powering on the transformer, first close the oil switch and isolating switch on the high-voltage side, then close the main switch and branch switches on the low-voltage side. (6) When connecting lines in parallel or in series, they must be operated using oil switches; it is strictly prohibited to use isolating switches for this purpose. (7) When performing power-off operations on a single-pole isolating switch or a drop-out fuse, it is necessary to follow the sequence of the middle phase, one phase on the downwind side, and one phase on the upwind side. The order is reversed when powering on. (8) Isolating switches must not be operated under load; the permitted operating range is opening and closing voltage transformers and arresters ; Capacitive current of the busbars and the equipment connected to them ; Neutral grounding wire of split-transformer ; Open-circuit power transformers with an open-circuit current not exceeding 2 amps ; Open-circuit power lines with a switching capacitor current not exceeding 5 amps ; The bypass isolating switch, which is connected in parallel with other switches, can be opened and closed only after the main switch is closed. (9) When installing or removing the fuse element of a high-voltage fuse, it is necessary to first disconnect the circuit breaker located in front of the fuse. (10) When operating high-voltage switches, an insulating rod must be used, along with insulating boots and gloves. Operating outdoor high-voltage switches also requires standing on an insulating mat, and switching operations are prohibited during thunderstorms. (11) After a power outage or an accident-induced outage, before the relevant circuit breaker is opened and safety measures are taken. Entry to the barriers or contact with the equipment is prohibited, as well as any maintenance work. (12) The interval between the opening and closing of switches in the electrostatic capacitor bank must be no less than 5 minutes. (13) When the bus is de-energized, the voltage transformer must be turned off last; the order is reversed when energizing. (14) When maintaining the voltage transformer and its circuit, in addition to shutting down the high-voltage side, the fuse element on the low-voltage side must also be removed. (15) It is strictly prohibited to open the isolating switch under load, to accidentally open or close the power switch, or to close it with the grounding wire still in place.  4. The duty officer should inspect the equipment once a day; the frequency of inspections should be increased in case of overload or abnormal operation. Both parties involved in the shift handover should conduct a thorough inspection together. Inspections should be carried out during heavy loads at night, and for power stations without on-site staff, inspections should be conducted at least three times a week. 5. The duty officer may conduct inspections alone, but is not allowed to move away from or cross barriers, nor to touch equipment that is in operation. 6. The operating transformer is experiencing severe oil leakage. If the oil level is too high or too low, there are abnormal noises, or discharge occurs in the porcelain bushing, it is necessary to find the cause and report it to the electrical dispatcher. 7. If a high-voltage distribution device in operation exhibits discharge, overheating, abnormal noises, oil leakage, incorrect opening/closing indications, or swelling of the electrostatic capacitor housing, it is necessary to identify the cause and report it to the electrical control department. 8. In the event of the following conditions, the high and low voltage switches of the transformer must be disconnected immediately, and the situation must be reported to the power dispatch center. (1) The noise inside the fuel tank increases significantly, accompanied by uneven cracking sounds ; (2) Oil leaking out from the oil pillow or explosion-proof cylinder ; (3) Severe oil leakage resulting in the oil level being invisible ; (4) Sudden change in oil color accompanied by carbonaceous material ; (5) Severe discharge or cracking of the porcelain sleeve. 9. In the event of tripping due to excessive gas, the transformer must not be reconnected to the power supply until the cause is identified. 10. The transformer must be taken out of service in case of a fire. If a fire breaks out on the lid, after taking safety measures, the bottom valve can be opened to drain oil so that the oil level drops below the ignition point, allowing the fire to be extinguished. 11. Special inspections are required in the following situations: ① During sudden climate changes such as lightning discharges, heavy rain, ice and snow, thick fog, high temperatures, or extreme cold ; ②When it trips on its own due to the grounding circuit ; ③New equipment or equipment after major repair can only be put into operation thereafter ; ④When adopting new technologies or new operating methods ; ⑤Power supply must be ensured during the holidays. 12. Based on the seasonal characteristics, the key inspection items are as follows: ① During the foggy season, special attention is paid to checking the discharge conditions of the porcelain insulators or sleeves of outdoor equipment. ②During the thunderstorm season, special attention should be paid to checking for signs of flashover discharge on porcelain insulators and covers, the condition of lightning protection and grounding systems, as well as any leaks in the buildings and water accumulation in the areas. Insulated boots must be worn during inspections, and it is forbidden to approach lightning protection devices. ③During the windy season, it is important to thoroughly inspect outdoor equipment and structures, as well as to ensure that the foundations of buildings are solid. ④During the rainy season, it is important to check for water accumulation in outdoor areas and to ensure that there is no risk of water seeping into indoor spaces. ⑤In summer, focus on checking the operation of ventilation and cooling equipment ; ⑥In winter, pay special attention to checking whether the circulation water pipes in the cooling system are frozen and blocked, and take measures to prevent the batteries from freezing. Outdoor electrician 1. Safety precautions when digging pits: ① Before digging, determine whether there are any underground pipelines, cables, or other underground facilities at the construction site; contact the relevant parties and take safety measures to address these issues properly. ②When digging pits in residential areas, near traffic roads, and close to buildings, barriers should be installed, and fluorescent signs should be set up at night. ③When the digging depth exceeds 1.5m, it is necessary to prevent the soil from falling back into the pit. ④When digging holes in soft soil, barriers and braces should be used to prevent collapse. 2. Matters regarding the installation and removal of poles: ① A dedicated person must be assigned to provide unified command, with strict adherence to electrical installation standards. ②During the process of setting up or removing poles, no one is allowed to work inside the pole hole; except for the commanders and designated personnel, everyone else must stay at a distance of 1.5 to 2 times the length of the pole. ③When digging holes for the upright poles and adjustment poles, measures should be taken to prevent the poles from rolling or tilting. ④When raising the pole, when it is 0.5 m above the ground, a thorough inspection of all stress points should be carried out before continuing with the lifting process. After the pole has been raised by about 60°, the lifting speed should be reduced, and the tension in the lifting ropes on all sides should be checked again. Once the pole is properly erected and meets the specified requirements, the hole where the pole stood should be filled back in promptly, compacted in layers, and then the protective devices can be removed. ⑤When removing the pole, first check the base of the pole and take measures to prevent it from falling over. Before digging the hole, tie the pull rope first. When removing the wires from the pole, use a rope to secure them and lower them slowly; it is strictly prohibited to cut the wires directly. 3. A dedicated person should be assigned to give unified instructions during wire laying, removal, and tensioning. Staff are not allowed to straddle the conductors or stand inside the corners of the conductors. Before tightening or removing the wires, it is necessary to check whether the tension wires, tie rods, and rod bases are secure; temporary tension wires should be installed for reinforcement if needed. 4. When laying or removing cables at locations where they cross various lines and roads, it is necessary to obtain permission from the relevant authorities first and to take reliable safety measures, such as setting up sturdy crossing structures and assigning dedicated personnel to monitor the intersections.

For equipment whose distance is greater than that specified in Table 1 but less than that specified in Table 2, a sturdy temporary barrier must be installed at a distance from the live parts that is not less than the distance specified in Table 1. Otherwise, the power must be cut off. The live parts must be on the front or one side of the worker. If the live parts are behind or to the sides of the workers and there are no reliable safeguards, the power must be shut off. Wear appropriate insulating protective gear; one person should act as a supervisor while another performs the operations. After the work is completed, place a clear sign in place. 4. In the event of a power outage, check the switches according to the operation sheet as well; wear insulating protective gear, have one person supervise while another performs the operations, and place a visible sign after the work is completed. 5. During the handover, the person handing over the shift must provide a detailed account of all operational conditions during that shift, as well as relevant documents and oral instructions. 6. The successor should arrive at the work post 15 minutes in advance, check all equipment and protective gear, and inquire about the status of operations; once both parties are satisfied, they shall sign in the handover book to take over the shift. 7. If a malfunction occurs during the handover, the person handing over the duty is responsible; the person taking over can proceed with the handover only after assisting in resolving the issue. 8. If, at the time of handing over, the person who is to take over has not arrived, is sick, drunk, or in a similar condition, the person handing over must not leave their post; they must inform the relevant personnel (department, workshop, team leader) to conduct an inspection and handle the situation before leaving. 9. All safety insulation equipment at this site must be regularly inspected and tested for dielectric strength.

(II) Safety Technical Operating Procedures for the Manufacturing and Maintenance of Electrical Equipment – Electric Motor and Electrical Appliance Repair Workers 1. When repairing electric motors and electrical devices, it is necessary to first disconnect the power supply, remove the fuses, and hang a sign at the power switch that reads “Work in progress; do not close the switch.” 2.
