What are the oil refineries in Liaoning?

As the title suggests, our company is located in Dalian and is involved in oil additives; we aim to establish a foothold in Liaoning and develop our business in the Northeast region. By the way: Are the refineries in the Northeast region concentrated in Daqing and Liaoning?
Fushun, Dalian, Jinzhou, and Liaoyang all have them
There are plenty: 1. Fushun Plants 1, 2, and 3; 2. Dalian Plant 7; 3. I forgot which plant it is in Jinzhou; 4. Jinxi Plant 5; 5. Liaoyang; 6. Panjin; 7. Shenyang Waxification Plant; 8. Dalian Xitai; 9. Anshan. Is that enough?

I heard that Huajin Group plans to build a refinery with a capacity of 10 million tons on Xianren Island in Yingkou, while CNPC and Yanchang Petroleum intend to build refineries with a capacity of 20 million tons each on Changxing Island. I’m not sure if these reports are accurate.
CNPC is planning for 13 million tons; the second phase will involve 15 million tons. It’s located on Changxing Island, and it might be related to July 16, 2010, but it’s not clear whether the National Development and Reform Commission will approve it or not
