What does a fundamental KPI mean? Please help!

The HSE goal is to achieve Zero injuries and Zero spills as a fundamental KPI for the project. Could someone explain what it means by \"a fundamental KPI\" in red? Thank you!
KPI: key performance indicator, a metric that reflects key performance levels. It is a specific quantitative indicator used to measure the work performance of someone holding a certain position, and it represents the most direct measure of the achievement of objectives. Key performance indicators stem from the breakdown of the company’s overall strategic goals as well as the responsibilities of various functional departments and positions; they represent the key drivers that have the greatest impact on the creation of corporate value. The main purpose of establishing KPIs is to guide managers to focus their efforts on those business activities that can have the greatest impact on performance, and to enable timely identification and assessment of problems that arise during the company’s operations. Obviously, the fundamental KPI here refers to the goal of zero injuries and zero leaks in HSE – which are the most basic or important KPIs.
I just want to say that Indication can be replaced with Indicator
