Issues with the layout of the inlet pipeline for atmospheric pressure dome tanks?

Why do the inlet pipelines of some atmospheric pressure storage tanks first rise to the top of the tank before returning to the bottom, forming an inverted “U” shape inside the tank – what is known as a climbing pipe – while some inlet pipelines do not have this feature? What’s the reason for this? Please advise
In my opinion, the U-shaped design is there to prevent the material inside the tank from flowing back once a certain hydrostatic pressure of liquid is present.
