Is the online time only counted when signing in?

As the title says. Right after logging in and then exiting, the online time is 0.25 hours; once signing in is completed, it drops to 0 hours. How is this calculated? As far as I remember, the online time isn’t determined by sign-ins; this issue only occurs at the beginning of the month.
