How much coal-to-gas production is there currently in operation? How much has the National Development and Reform Commission approved?

I did a quick summary on Haichuan – there are at least a dozen projects underway, but it turns out that only 4 of them have been approved. What’s going on here? Could someone who knows the situation explain it to me? Thank you!

China has abundant coal but little natural gas; there is a shortage of natural gas. Additionally, there are some coal mines that were discovered at a relatively young age, and by making rational use of them, coal chemical industries and projects for converting coal into natural gas have emerged.
