To be honest, they are all areas rich in coal but short of water, and their development brings about harm and numerous serious problems.
Inner Mongolia and Shanxi are not suitable for the development of coal chemical industries; with high coal prices, it is sufficient to simply sell coal. Xinjiang is a viable option, but it suffers from water shortages; the Ili region can develop coal chemical industries to an appropriate extent. Guizhou does not have abundant coal resources, making it unsuitable for the development of coal chemical industry. Just my personal opinion!
Moreover, the geology in Guizhou is too poor, making it difficult to find suitable locations for building factories.
Inner Mongolia has abundant lignite resources, making it suitable for coal chemical industry development, but it lacks water; if such industries are to be established, groundwater has to be used. Xinjiang is also suitable for developing coal chemical industries, as some areas there suffer from water shortages and groundwater is used to meet the needs. As for Shanxi and Guizhou, the high cost of coal makes it unsuitable for such industries.

With both coal mining and groundwater extraction, what will this area look like in the long run? Large-scale collapse.
