GB: **Mandatory standard numbers are composed of the standard code, the sequence number of the standard’s issuance, and the year of issuance (using the last two digits of that year).** 　　Mandatory national standards are standards that ensure human health and the safety of persons and property, as well as **standards** that are required to be implemented in accordance with laws and administrative regulations. **Standards refer to those standards that are approved and issued by **standardization authorities, are of great significance to the national economic and technological development, and are unified across the country. **Standards are unified technical requirements across the country; the administrative department in charge of standardization under the State Council is responsible for formulating plans, coordinating task allocation, organizing the development (including revisions) of these standards, as well as handling their unified approval, numbering, and publication. If the law provides other provisions regarding the establishment of **standards, such provisions shall prevail. **The standard duration is generally 5 years; once this period has passed, **the standard must be revised or re-established. Furthermore, as society develops, **new standards need to be established to meet people’s needs in production and daily life. Therefore, standards are dynamic information. Among them, boilers, pressure vessels (including gas cylinders), and pressure pipelines are special equipment designed to handle pressure ； Elevators, lifting machinery, passenger cableways, and large-scale amusement facilities are special mechanical and electrical equipment. On January 24, 2009, the State Council approved the revised Regulations on the Safety Supervision of Special Equipment, which came into effect on May 1, 2009, establishing a system of administrative permits and safety supervision for special equipment. HG: Chemical industry standards of the People’s Republic of China (the Ministry of Chemical Industry no longer exists); it seems that these standards are now issued by the Ministry of Industry and Information Technology of the People’s Republic of China. The Ministry of Chemical Industry was established in accordance with the Resolution of the Standing Committee of the National People’s Congress on Adjusting the Organizational Structure of Agencies under the State Council dated May 12, 1956, and it remained in existence during the two restructuring exercises of State Council agencies in 1988 and 1993. During the restructuring of State Council agencies in 1998, the functions undertaken by the Ministry of Chemical Industry and CNPC and Sinopec were merged to form the Bureau of Petroleum and Chemical Industry, an administrative agency responsible for the petroleum and chemical industries under the jurisdiction of the Commission of Economic Affairs and Trade. NB: **Ministry of Energy Standards** The Energy Administration has nine departments: General Affairs, Policies and Regulations, Development Planning, Energy Conservation and Technology Equipment, Electricity, Coal, Oil and Natural Gas, New and Renewable Energy, and International Cooperation; it employs 112 staff members； **The Energy Committee is more like a system of meetings among senior ministers in charge of energy issues — although the Energy Bureau has taken on most of the functions related to energy management since its establishment in 2008, it is after all a deputy-ministerial-level agency; when it comes to matters related to energy development, it almost always has to rely on other ministries. For example, issues concerning energy subsidies involve the Ministry of Finance, while matters related to the development of new energy technologies depend on the Ministry of Science and Technology.
