Is the recipe downloaded to the DCS controller or the DCS server?

I am working on a project where an optimization software calculates the recipe, which needs to be sent to the DCS system for execution. There are currently two different opinions: 1) Downloading it to the DCS server via the OPC interface, 2) Downloading it to the DCS controller via the OPC interface. Before use, the formula must be confirmed by the DCS operator, who can also modify the formula. I wonder which method everyone thinks is better? What kind of method is Xiankong for delivering data? Thank you!
I haven’t used it, but I think it’s usually inside the controller, as it’s easier to operate there
Everything is downloaded to the controller; all algorithms are carried out within the controller. The preliminary control is also implemented based on the control modules in the DCS. My system uses the DELTA V system, while the preliminary control function is provided by Honeywell’s system. The modules are first created on the engineer station, and then, through the application station, a separate preliminary control station is used to activate the preliminary control for the respective circuits. I wasn’t involved in the actual process of doing this, so I hope someone with more experience can give me some guidance.
At the server, data can be detected and processed at multiple points.
