What is the difference between steel for pressure vessel pressure-bearing components and steel for welded structures?

In the provisions on the elongation after fracture in the new Code, the first two clauses specify separately the elongation after fracture for steels used in the pressure-bearing components of pressure vessels and for welded structures. I don’t understand what is meant by steel for this welded structure? What is the difference between these two types of steel? Thank you!
The steels used for pressure-bearing components of pressure vessels mainly refer to GB713 and GB24511 steels, while the steels used for welded structures mainly refer to GB700 steel
