Do all steam boilers require a steam feed pump?

As the title suggests, the boiler design codes state that as long as the electricity supply is classified as a primary load, there is no need to install a steam-driven feed water pump. Is this really how things are in practice?
Whether to install a steam-driven feedwater pump is primarily a matter of design philosophy. Existing boilers are equipped only with electric feedwater pumps; some are equipped only with steam-driven feedwater pumps, and some power station boilers have just one steam-driven feedwater pump. The conventional setup includes one electric feedwater pump as well (which is used either for starting up or as a backup).
Reply to 1# li123321junfu: Firstly, pneumatic feed water pumps cannot be installed in boilers of small capacity. Moreover, there were no such requirements in the past; it is only this year that, for safety reasons, there is a requirement to add such a pump!

For the safe operation of the boiler, it would be advisable to install an additional pneumatic feed water pump. We have a 35-ton boiler, and although we planned to add such a pump, the management did not approve it later on.
