How can the difficulty level of these registered exam questions vary so much from year to year? Don’t you think that’s unfair?

For this registered exam, why can the difficulty level of the questions vary so much from year to year? It’s so unfair; the way the questions are designed is too arbitrary – sometimes they’re easy, and other times they’re extremely difficult. This year was really tough for me; I prepared seriously for a month, did lots of practice problems, and felt quite confident. It wasn’t until I analyzed the exam questions that I realized I had been tricked.
I feel the same way; I don’t know where to start with these problems, and many of them are really confusing.
Last year I didn’t study at all, and I missed passing by just 2 points. This year I studied hard for over a month, thinking I was definitely ready, but turns out I couldn’t finish many of the questions, and for several of them my answers were incorrect. I checked them over and over again but still couldn’t figure out where the mistakes were or what to choose. It’s completely overwhelming. It’s been four years of resistance already: Q
